Is this a joke? If the computer is off, neither Windows Defender, nor
any other program installed on it, can do *anything* at all.

Do you mean if the computer is off when the scan is scheduled to run will
the scan begin later when you turn computer on?

If my computer has hibernated, it will wake up to record a scheduled TV
show, so perhaps your computer will wake up to run defender.
If however you did a shutdown, I don't think your computer will wake up for
a scheduled task.
You can set up a wake up time in your bios if you wanted to, assuming your
bios has that feature.

I believe that there is a function in Task scheduler that allows you to
schedule a "wake up" to perform tasks, but you have to specify it, and
it will not wake up from a shutdown, only a sleep mode. The question is
whether or not there is a difference between Hibernate and sleep.
