OK, now I get the picture a bit better.
I've never seen this Event before, I can't find any info about it,
and I don't understand what it means :-(
Has there by any chance been another TS Licensing Server in your
domain or forest? Which has left some remnants behind in the
registry, or in AD? Because it seems as if your LS is trying to
contact another LS.
BUT: I don't think that the Event indicates that you are getting
connectivity problems.
Since you are using Per User TS CALs, you will never see the TS
Licensing Server issue them. That's because Per User TS CALs are
currently unmanaged. The Terminal Server only checks if it can
locate a TS Licensing Server, and that's it.
This means that you have to keep track of the number of used
licenses by hand. Documented here:

So if I were you, I'd continue to keep an eye on the EventLog, but
as long as you don't see any other licensing Events, all should be
functioning OK.
If you want to go to the bottom of this and get rid of the Event,
you'll have to phone Microsoft Support.
