2000 to 2003 Migration

I currently have a system with a single Windows 2000 Domain Controller
and a single Windows 2000 Termial Server. I plan on adding a Windows
2003 DC and turning down the exiting Windows 2000 DC. Is there a
clean / supported way of migrating the 2000 CAL's to 2003? An in
place upgrade is NOT an option (its an SBS server).
