I have users that prefer local machines while in the office but use ts
remotley. What is the best method of making both desktops look the same?

Group policy can standardize a lot of things for you, but not on a per-user
basis. Really depends on what you want to have *all* desktops look like!

Make sure you've got TS profile paths setup in their ADUC properties - and
never mix & match roaming profiles & TS profiles, or Very Bad Things can
happen.
