Route all TS users through a proxy

Is there an easy way to assign all my TS users to access the internet via a
local proxy server I have installed, without manually having to change
internet options for each user?

Sure.
Create a GPO, link it to the OU which contains your Terminal
Servers, and configure this setting:

User Configuration - Windows Settings - Internet Explorer
Maintenance - Connection - Proxy

And since this is a User Configuration setting, and you want to
apply it to a computer (your TS), you also have to configure
loopback perocessing of the GPO:

Computer Configuration - Administrative Templates - System - Group
Policy
"User Group Policy loopback processing mode" - "Replace"

Of course, if you want you users to always access the Internet
through this proxy, also when they use Internet Explorer on their
workstations, then you can link the GPO with the proxy setting to
the OU which contains your user accounts, and then you don't need
loppback processing.
