What really causes silverlight hickups in C9?

I don't really understand, does the hickups or hold-ups when loading C9 caused solely by silverlight behavior or, is it part of the problem relates to IE7, or misconfigurations? Cause I do experience these hold ups with IE7 even on some sites without silverlight.
