This solution from a forum user seems to work on my machine also:
HP Slimline 3123W desktop.
May experiment with restoring other changes to get sleep to work properly
now that I have seemed to resolve the issue:
Start, right click computer > properties > select device manager > network
adapters; double click on your dsl or what ever it is called and open
properties.
Click the power management tab and remove the selection from Allow this
device to wake the computer.
I had also used recommended steps from HP:

Seems the network adapter was the main issue.
