Is it best practice to let TS clients use the TS to browse the
Internet or do the clients typically use their own Internet
connection?

We have WindowsCE-based thin-clients that need Internet access and
they have this capability using IE6. Note in this case we are using TS
on a DC whcih we know is not recommended.

Just wondering what is best practice in if you have a TS as a member
server and/or if the TS is a DC..

I would do anything to get Internet surfing away from my DC. So by
all means, let the users surf with their local IE6. This could also
make a performance difference, since animated websites can cause
high resource usage on the Terminal Server.
The only downside of this setup is when applications that are
installed and run locally on the TS are integrated with web-based
applications or support/help pages. Then the users end up using IE
in both scenarios, and have their Favourites scattered all over the
place. Local browsing works best if you can prevent the users from
using IE on the TS at all, with NTFS permissions or a Software
Restriction Policy or a fake proxy address.
