You can if you have an XP Upgrade version, though it's normally recommended
to try doing fresh installs.

Both full and upgrade retail versions can be used to install XP over Win
Me although using an upgrade version is cheaper. You may not however be
able to use an OEM version of XP to upgrade Win Me.
Whichever route you take I would strongly recommend that you run the
Upgrade Adviser on the XP CD before proceeding as it will help identify
which of your current application might need upgrading. Note also that if
you choose the upgrade route it is essential to uninstall all firewalls,
AV applications and CD/DVD burning applications before proceeding. The
Upgrade Advisor will provide you with the information you need.
