Remote administrating Firewall setting between Vista

I have two computers, e.g. PC01 and PC02

I use PC02 MMC to snap in and advance firewall setting then I typed PC01 to
be managed.

then I got the error code 0x6D9, which told me that PC01's firewall service
is down, but I found that it's not. PC01's firewall service is running

I googled it, said I need to enable remoteadmin from "netsh",
I use netsh and typed "firewall set srevice remoteadmin enable"
returned "OK".

I even allowed inbound rule "remote administration" on PC01 and made an
exempt authentication rule on PC01 for PC02

both PC01 and PC02 have the same account name and password

What should I do? Please help
