How does TS address the issue of utilizing non-multithredded files

How does Treminal Server address or deal with the issue of a shared
application that may contain one or more non-multitredded files. Does this
simply mean these application with not work properly and when designing an
application that could be run as a Terminal Server application the developer
must be carful to use only multithredded capable files?

Generally, different users use the application in separate processes, not
threads in the same process.
