If your server runs in application server mode there is no hard-coded limit
as long as you have enough TS licenses and hardware resources available.
Memory, hard disk I/O or CPU may be the real limit.
If your server is not a Terminal Server und you only want to RDP into it as
admin without using any TS licenses there is a limit of two sessions
hard-coded into the kernel.

It's a terminal server, I have licenses, but what is the limit of sessions at
the same time?

The number of licenses is your limit. Theoretically there is no other limit.
Well, there may be some built-in maximum of sessions but I don't know
anybody who ever reached it. If your server is big enough you can have
several hundred sessions on one box.
