Admin Password Reset

Hello all

I have Win2003 DC which the user does not know any of the Admin passwords on
a dell system with the OS on a raid...

I need to reset it. Can I use a VB program which set the Admin password
using net user to create a new user in the admin group by replacing one of
the programs that starts in HKLM ?
