Does the Vista machine connect via wireless, via a router or directly to the
cable modem? If the either of the former, does connecting directly to the
modem resolve the behavior?
How does the WinXP machine connect? If you connect the Vista machine the
same way and in the same location, does the behavior persist?
If you install IE7 (which can be uninstalled, returning the machine to IE6)
on the WinXP machine, do you see the same behavior? (I can't imagine that
it would but YMMV.)

What anti-virus application or security suite is installed on the Vista
machine (name & version)? What anti-spyware application(s) (if any), other
than Windows Defender?
What third-party firewall firewall is installed (if any)?

The MS newsgroups accessed via the Community web-interface have been having
bizarre issues since early Jan-08. I dunno what's wrong or when it'll be
fixed. MS ain't talking about it.
These issues have not affected NNTP (newsreader) access and I recommend that
you do so. Click on the following link to open the IE General newsgroup in
your default newsreader (e.g., Windows Mail):
news://msnews.microsoft.com/microsoft.public.internetexplorer.general
Vista Security newsgroup:
news://msnews.microsoft.com/microsoft.public.windows.vista.security
