something is changing volume to zero on reboot

This is very frustrating...

Using Windows XP (with all updates) on high end dual core laptop and the
latest Skype with a plantronics headset/mic, I also have speakers/mic
attached to the computer, as well as a logitect skype certified 9000 webcam
mic. In skype, I have it check for skype to "Let skype control my audio
settings".

Question 1) IN Windows XP Sounds And Audio Devices, there is an Audio tab
and an Voice tab. Each let you assign a device. What is the difference
between these two tabs? It would seem logical that Audio Devices tab would
be for sound from, say, windows media player so you would set it to your
computers spekers. And, logically, the Voice tab would be foir skype, so it
should be set to the Plantronics headset. But it does not seem to always
work that way. What is the difference between these tabs?

Questiuon 2) When I turn on the computer, something has set Sounds And
Audio Devices volume tab to zero. This means you go to a web to see/hear
something, and you see them moving their mouth, but no sound. So, you have
to play the game of trying to figure out why, which usually includes closing
what ever was playing. A real hassle. What is setting my volume to zero?

Question 3) Is there a utility that allows you to control what speaker/mic
devices are used that is better, simpler, quicker than the Windows xp Sounds
And Audio Devices ?
