How does this relate to Windows Update?

Are you being asked to insert your Windows CD or your *Win98SE* CD? Are you
sure the camera software is supported in Win98SE?

Pa points to the primary issues. IF you had your CDs then you would have
the files needed. AND make sure the camera IS or has 9X support.

DRIVERWISE:
First search your drive for any directory [manufacturer or other] which
might contain the necessary cab files. To do this you will need to be able
to "see" the folders and files if they are there as they are generally
hidden. Go to START > Settings > Folder Options > View and make sure Hidden
Files is set to Show all Files - Hide file extensions for known file types
is NOT ticked/checked.
Re-start and do a Find on c: for *.cab; you're looking for cabs like:
C:\WINDOWS\OPTIONS\CABS\WIN98_27.CAB
C:\WINDOWS\OPTIONS\CABS\DRIVER12.CAB
C:\WINDOWS\OPTIONS\CABS\BASE4.CAB

Also look on c: for any previously hidden folders like HP Setup or
something like that. If found, direct the setup to those folders or
sub-folders.

No luck?
Try pointing the install to the windows\system directory and see if those
files have already been installed.

Still no luck?
Here's a potentially risky work around:

Take carefully notes [write down] what files it is searching for, one at a
time. After noting EACH individual file, search the NET for that dll on one
of the sites that have those files available. There are several sites that
Google general shows for these files.
Download the file(s) from there, but make sure you cross-check for viruses
and for file size and version. Yeah, that means you are connected to the NET
to several sites [for the files and for cross checking], and you're using
potentially dangerous files but ... an alternative is to check this group
for proper file size and versions [though that may take awhile for
responses]...
Restart the install, point to that file you downloaded for the first
error/missing file, and proceed to the next file, 'browse' which will popup
the cab/file needed [the popup "can't find **.**] and download that file,
point the setup to that file, etc. until you get to the final install. It
takes awhile, and its not something I generally recommend doing, but in a
pinch ....
.
An alternative is to download a supposed 'generic driver' such as Maximus
Decim's Universal driver which provides the newest versions [which may be
un-official], and official files.. If one of these universal drivers is
used, NEVER allow a setup to use the 9X CD as it may install older/wrong
version files, first point to the windows directory, then windows\system for
those files, if NOT found then proceed to the cabs/CD.
