Installing certificates on terminal servers

We use windows 2003 terminal servers. We have users who need to access a
website but before they do they have to install a certificate which will
allow them to access the website. A user installs the certificate on the
terminal server and they can access the website. In there internet explorer
settings the certificate is installed in the personal tab of certificates.

When other users log into the terminal server they cannot access the web
site and the certificate is not in there personal tab. Is there anyway we
can make this certficate available for all users on the terminal server such
as through group policy
