No, and it has never been true either!
Enterprise Edition is only required if you want to use TS together
with the Session Directory service. The Terminal Services Session
Directory service is a database that keeps track of sessions on
terminal servers in a load-balanced cluster. In addition, this
service provides the information that is used at connection time to
connect you to an existing session.
But with just Standard Edition, there is no limit to the number of
sessions, other than what your hardware can sustain.
The 2 session limit applies only to servers (of all editions) which
are configured for Remote Desktop for Administration, i.e. they are
not real Terminal Servers, and Terminal Services was never
installed.
