Window Pop Ups Over a Remote Desktop Fullscreen Possible?

Hi, I work in a company where all work is done over remote desktop
connections to the server. Is it possible, while in full screen, to allow
window pop ups to occur over the full screen?

We recently installed a LAN messenger program to interact with other
clients, and we're having difficulties since someone will not see the new
message received via the new pop-up window since it wont appear over the
fullscreen of remote desktops.

If it's not maximized it works fine, however requires scrolling in the
desktop. Also, it appears some computers react to setting remote desktop to a
lower priority and the messenger to a higher priority, but other computers
will not react properly to this and still not allow pop-ups over the full
screen.

As far as I know there is no way to configure such a system behaviour out of
the box. However, there are third party products from vendors, such as RES,
that provide functionality allowing to embed local applications into a
remote desktop. They do this by controlling the local desktop and the z
order of its windows in a more extended way than the default window manager
does it. In the TS community this is sometimes referred to as "reversed
published applications", in particular when discussing VDI environments.
