A troublesome XP Pro SP2 machine can make a connection to the other
computers on the LAN to access their shares but none of the other computers
on the LAN can make a connection to that XP Pro machine. The other two
computers can also connect and share with each other.

There is a Windows Administrator with the same credentials on each of the
three machines attempting to make the connections but that user account
cannot connect and access shares on the XP Pro SP2 machine and neither can
any other user accounts as a matter of fact.

I can't "peep" around the neighborhood when using the XP Pro machine so what
should I do to troubleshoot?

Make sure the server service is running on the troublesome PC.

Go into computer management, system tools, shared folders, shares - is
anything listed here?
