Per QuickBooks, I need to make the users a memeber of the Power Users group
on the 2003 Terminal Server.

How can I disable the feature of Shutdown for these power users...?

Local Security Policy-->user rights assignments-->shut down server-->remove
the power users group.

Don't make them Power Users! That's just Intuits quick-and-dirty
solution, but it puts your whole server at risk!
