Windows Vista Why isnt KB932649 posted as a recommended Vista Update?

Hi,
2 things....

I am using Vista Premium 64bit OS and I have always had an issue with
watching DVD's or movie files from my HDD Camcorder on Vista. The picture
would start and stop (stuttering) throughout the movie. Only when I did a
reboot the movie would play well, but if you had the computer on for awhile
(10mins or longer) it would then 'stutter' the movie.

I only found this download accidently when I was looking online for others
(and there are many) that had this same issue. This d/l corrected my
issue..or at least so far. Why isnt this posted as an recommended update???

Also I still have an issue with my snipping tool....It only works on a fresh
reboot..any time after that it will either have a dark (non transparent) grey
screen OR the screen shows my taskbar repeatedly (on the whole screen)
instead of the normal transparent screen....Using the screen capture button
and pasting it into Paint has the same affect...my screen capture would be my
taskbar repeated many, many times. I also beleive this has something to do
with my screen saver as when the screen saver comes on...I see my taskbar
ontop of my taskbar etc etc etc..
