Our terminal server in separate OU. We want to apply when users
logging to Terminal server user GP. What I know machine policy will
apply OU base but user policy not. Only thing we can create new
accounts for TS but the problem is linking exchange user mailboxes to
TS user account. Does anyone know how to link exchange mailbox to new
user accounts in TS?

You have to use the group policy Loopbak feature to apply GPOs that depend
only on which computer the user logs on to:
http://support.microsoft.com/kb/231287/en-us
