Remote Desktop sessions freezing in Windows 2003 Server

We have Windows 2003 Server running Terminal Server, plugged into a 24-port
Netgear Gigabit switch. We have about 12 workstations connecting to the
server, all running Windows XP Pro, plugged into the switch and running
Remote Desktop Connection. There are about another 6 workstations connected
to the switch, but they don't log onto the server and run in their own
workgroup.

About 4-5 times per day, everyone's Remote Desktop session will freeze for
anywhere from 15 seconds to a few minutes. When the sessions freeze, the
mouse is still movable and the users can still disconnect from the session,
but the server is completely non-responsive. After the freeze has released,
everything continues as normal, no data is lost.

Can you suggest what may be causing this problem?

Here is the configuration and software on the server:
Dell PowerEdge 840 Server
8 GB RAM
Dual 250 GB drives with SAS5iR RAID 1 controller (mirror), partitioned
Drive partitioned, C: (12 GB) and D: (230 GB)

Which SP level is the server on?

So this server is DC, DNS, TS, SQLserver, Print and File server?
To be honest, I'm not amazed. Those roles have very different and
conflicting demands.

I'd check in the logs to find out what the server is doing at the
time those freezes happen. Can be a scheduled SQL backup, or
anything like that.
