XP Service Pack 3 Release Cand. 2 (Build 3311) TS Web ActiveX issu

I have been running Release Candidate 1 of XP Service Pack 3 on an XP Pro
machine (Core Duo 1.66GHz, 1GB RAM, 80GB SATA HDD, Broadcom NetExtreme GbE
5700 series NIC, Intel Pro/Wireless 3495ABG - running Trend Micro Client
Server Security for SMB) and I have recently upgraded to Release Candidate 2
of Service Pack 3.

My problem is that I cannot download the ActiveX control for TSWeb (2003
Std) or Remote Web Workplace (SBS 2003). I am running IE7 build 7.0.5730.13
(fully patched). The error I get for TS Web is "Remote Desktop Web Connection
ActiveX control could not be installed. A connection cannot be made without a
working installed version of the control. Please contact the server
administrator."

For Remote Web Workplace, I get "This portion of the Remote Web Workplace
requires the Microsoft Remote Desktop ActiveX Control. Your browser's
security settings may be preventing you from downloading ActiveX controls.
Adjust these settings, and try to connect again."

Now, I have added the site to my Trusted Sites, modified my security
settings on the internet and trusted zones to "Low" and double checked to see
if there were any scripting or ActiveX settings in the security settings of
IE that would prevent the control from installing. I also checked the "Manage
Add-ons" section and systematically disabled add-ons to see if that would
work. I also verified that the RDC activeX control I need has never been
installed (this machine is a fresh load of XP straight to SP3 RC1 then RC2).

Now, one thing of note is that I have another XP machine with SP3 RC1 -> RC2
just like the machine I mentioned above and it has the same issue of not
installing the RDP control. Now, in between the RC1 to RC2 install, I had to
uninstall RC1 and run all of the available Windows Updates in order to get
SP3 RC2. Before installing RC2, I tried to install the RDC ActiveX control
and it worked (note that this machine was running XP SP2 in between the RC2
install). So obviously the issue is a problem with IE7 and XP SP3.

Anyone else have this ActiveX problem with the Release Candidates of XP SP3?
All other ActiveX controls I use (Flash, Trend Micro, etc) install fine.

There is discussion of an incompatibility with Trend Micro software in the
TechBeta groups. I haven't followed it closely but I suggest you remove it
from the system entirely and see if you can proceed. Have you asked in the

Suggests that the allowing of public downloads of RC software is not good -
people don't READ the page, There's a link on the download page as large as
life to that forum......specifically for discussing SP3 problems....

I know what you are saying, but I guess MS is casting a broader net in the
hopes of gathering more comment before releasing to manufacturing.
Certainly folks coming here with questions is benign enough.

Yes, all the internal testing in the world will not help weed out the
bugs in real userland. We've all been pretty good about answering
questions or pointing everyone to the TechNet forum. That seems the
best for right now.
