Restrict "Apply Windows key combinations" on RDP to "On the localcomputer"

We have the need to only allow clients to have the setting in their
RDP client under Options, Local Resources, to be set for "On the local
computer". Is there a way to set a policy on the server that will
override the client's RDP setting in the drop-down box?

To my understanding, while there is no direct way to enforce what is
available in the drop down options of the client from the server as it is
the stage at which the client is requesting resources from the server (which
may or may not be requisitioned based on the server policies), you might try
one of the following to enforce the same -

1. Use server side policies
2. Create RDP files on the client boxes with the required settings
