Start Menu app is told to launch Maximized, but it launches Normal.

I have had this problem sporadically for untold years in seemingly all
versions of Windows.

I have an app in my Start menu. If I right-click on it and look at its
Properties, the Run field says "Maximized".

Yet it launches in a Normal (Restored) window.

If Windows is designed properly, this should be irrelevant, but I'll
say it anyway, just in case: The thing I'm launching is ncpa.cpl
(Network and Dial-Up Connections).

How do I force Windows to do what it says, and launch it maximized?

What happens if you logon as a new user? (create a new account in 'Users and
Passwords').
