Does Windows Server 2003 5-user Standard Edition come with any terminal
server licenses without having to purchase? I know Server 2000 allowed the
use of XP clients as license.

No. The 5 CALs are server CALs, you will have to purchase Terminal
Server CALs (either Per User or Per Device) separately.
Note that *every* user or device who connects to a 2003 TS must have
both a server CAL and a TS CAL. You cannot use the free TS CAL pool
on the TS Licensing Server, as they are only valid for XP clients who
connect to a W2K TS.

Then a terminal server connection takes up both a server access license and
at TS license... correct?

Yes, that's correct. But if your clients are part of a domain, they
probably already have a server CAL (to authenticate with the DC).
