Folder Redirection - Start Menu Question

We are setting up a standardized Start Menu for our TS USers and have
a redirected folder for this purpose. However, if through a GPO we
allow the "All Programs" list to be viewed the TS Users end up with
what is in the "All Users" profile as well as what we give them.
Besides deleting what is in the Start Menu of the "All Users" profile,
like we did with the Desktop icons, is there another way to give the
same Start Menu to the TS Users?

The "All Users" profile contains common programs and if you do not want to
show those to all the users then you would have to remove them from the "All
users" profile. I guess that is the best way to do this.

set the group policy to not show whats in the all user profile.
