1. Go to Windows Updates and make sure you're totally up to date.

2. Uninstall (from Add/Remove Programs) "Microsoft Windows Critical Update
Notification"

3. Go here and do *everything*. http://aumha.org/a/quickfix.htm

4. Wait for others here to suggest further malware detection procedures,
discuss security settings, etc.

2. Is KB891711 offered at Windows Update website now? If so, can you
install it (and any other critical updates offered) there?

3. Start | Run | (type in) msconfig | [OK] | Startup | Is Kb891711.exe
listed here?

Use the Update link from the Tools menu in IE. Lately the site is
re-directing a bit more than normal.

You MUST allow scripting, cookies, and JAVA on the updates site.

It may have lost its registration entries. OR something may have corrupted
them. Re-install if needed.

Is IE6 SP1 installed? Did you recently have occasion to reinstall Windows?
If so and IE6 SP1 had been installed, did you uninstall it before
reinstalling Windows?

While your inability to reach Windows Update website is a puzzlement, no
critical updates have been released for Win9x since Jun-06. Unless
something untoward has happened (see above) and assuming the machine had
been fully patched at Windows Update, I wouldn't worry about any critical
updates, let alone KB891711.

I, in this followup, do just like the OP, 'Dennis', did. We quote
all of what you intend for us to quote! WTF else do you use '-- '
alone on a line for, other then to indicate from whereon down we
shall snip your message when making a followup. There is one
benign reason to use '-- ' alone on a line in a Usenet post, and
one reason only. Oh, and then there is that malevolent reason
that you seem to take such a delight in.

Fix the broken newsreader *you* use. I've heard that
'OE-QuoteFix' might be able to help you out. Best of luck.
