Windows Update Error 643 + inability to install the fix - more err

I researched Error _0000643 that I was getting for the following failed
installations:

Update for Microsoft XML Core Services 4.0 Service Pack 2 (KB941833)
Installation date: ‎3/‎13/‎2008 3:26 AM
Installation status: Failed
Error details: Code 643
Update type: Recommended
This update resolves reliability and application compatibility issues in
Microsoft XML Core Services 4.0 Service Pack 2. By installing this update,
you can achieve better reliability and application compatibility. After you
install this item, you may have to restart your computer. Once you have
installed this item, it cannot be removed.

I found a file that is supposed to correct this at the link above, which has
me download a package with instructions to run as an administrator, however,
it will not download and rolls back installation with the following error
regardless of whether I run it as an admin or not:

{7b2899b7-1172-b7e9-a06b-d6b9abf34537} hresult:0x8007054f

I can find nothing on this site that addresses this error. Any help? thanks!

Isn't that helpful? ; }

As usual error codes are meaningless without their context.
Find where in the log that code in any of its representations is found.
Then look before that. Activate verbose logging if necessary.
Supplement the logging with ProcMon tracing if necessary.
