Terminal Services session and Excel 2003

I don't know where to post this, but figured I'd start here...
A user accesses a Windows 2000 Server thru Terminal Services and has to copy
and paste information from that server onto an excel spreadsheet on the
user's desktop, which is Excel 2003. However w/several attempts, an error
message would appear, "Cannot Empty the Clipboard" and the user would act by
cleaning out his Clipboard but doesn't appear to resolve the issue. the user
has found that disconnecting from session and logging back in helps buy some
time--but I'm sure as time goes by it has become an inconvenience.

If I have posted this in the wrong area, please guide me in the right
direction I could use some help because I do not know what to do for this
user.

This is a fairly common problem with the clipboard viewer chain.
