install activeX controls

I have a site that requires updating the ActiveX controls, however users
don't have that right. How can I grant the right to install ActiveX
control? Through gpo I've added the site to Trusted sites and enabled all
the ActiveX settings.

Allow (only) Administrator Approved Active X controls and also creating an
allowed list of web sites.
This can be done with Group Policy
