Perhaps PD43 is right. It seems that some adobe newsgroup might be
the way to go. I was thinking of it as a Windows application, one
that was likely independent of the browser, though the possibility is
always there that the lack of control is particular to the browser.

I wasn't looking to filter the flash animation so much as control it.
I mean stop it when I am no longer interested (which is most of the
time). Having the very old laptop that I do, the animation takes up a
whack of CPU and keeps the fans running. Though frankly, the fans
runs even if a few percent of CPU is used. I imagine that it is due
to dust buildup inhibiting thermal conductivity. In any case, with
pervasive animation these days, the fans are running most of the time,
and I sense a mechanical breakdown around the corner. When I have
more courage, I will take apart this beast, vacuum the innards, cross
my finger, and reassemble it. That might alleviate the heat buildup
(either that, or I gave myself a reason to get a new laptop).
Meanwhile, I'll check out the website you recommended to see if they
have a filter-like thing to control animation.
