I'm using terminal services to serve up a web page which requires a java
version incompatible with our other applications. Apparently TS does not
support anonymous logins so I set up all the clients to connect using a
single local account. When users launch the session, they are getting a list
of all the other sessions and must select a session to resume. This results
in other users being kicked out. Is there a way to tell terminal services to
"always start a new session" when they launch the client?

Hello,
Why do you want all of your users to use the same local account?
You shouldn't encounter this issue if each of your users uses their own
account.

Also take a look at hte "Restrict user to one session" setting on TS.
