can not delete a file

I need to delete a Excel from a folder on C: which is not shared. But got
following message: the process cannot access the file because it is being
used by another process. How can find out what "another process" is? Or
just forced it to be deleted even being used by another process. The server
is W2k3.

I have found a system reboot will release the process and the file can then
be deleted. If it is in use after a fresh reboot, there may be some
spyware/virus activity. Run system scans. Also check to see what is being
shared out by looking in the computer management>shared folders>sessions

I have found a system reboot will terminate whatever is holding onto a file.
If it does not seem to, you can check Computer Management > Shared Folders >
Sessions and see what may be using the file outside of the local computer.
If there is nothing and after a fresh reboot, the file will not delete, you
may check for spyware and viruses.
