Cannot Stop Windows Time Service

I am trying to disable the Windows Time Service on one 2003 server in my
2003 domain. I have changed the startup type to Disabled and within
minutes, the server sets itself back to automatic and eventually restarts
the service.

Any thoughts?

Hello fsha@community.nospam,

The time service is needed in a domain, why will you stop it? If the domain
machines are out of sycn, you will get a lot of problems.

According to the description, the issue is that "Windows Time" service
automatically restart even if you have disable it. If I have any
misunderstanding, please feel free to let me know.

Before we move on, I would like to confirm some information with you
firstly.

Information Needed:
====================

1. Is the problematic computer that you want to disable the Windows Time
Service on it a domain controller or a member server?

2. Is this problematic computer a domain controller in the forest root
domain or in the child domain?

3. Did you try changing the "Start Type" of the "Windows Time" Service to
"Manual" on the problematic computer?

4. Did you apply a group policy that was configured with "Windows Time"
service on the problematic computer?

Analysis and Suggestions:
=======================

1. You may stop Windows Time Service by running the following command line
on the problematic computer

net stop w32time

2. Please ensure that the "Windows Time" service is disabled on the
problematic computer.

3. In order to narrow down the cause of the issue more efficiently, please
refer to the following steps to perform a Clean Boot and restart these
problematic computers to see if the issue will re-occur.

a. Click "Start", go to "Run", and type "msconfig" in the open box to start
the System Configuration Utility.

b. Click the "Services" tab, check the "Hide All Microsoft Services" box
and click Disable All (if it is not gray).

c. Click the "Startup" tab, click "Disable All" and click "OK".

d. Then, restart your computer. When the "System Configuration Utility"
window appears, please check the box and click "OK".

4. Please check the domain controller to see if there is a group policy
that is configured with [Computer Configuration\Windows Settings\Security
Settings\System Services\Windows Time]. If possible, please disable the GPO
temporarily.

5. After that, please restart the problematic computer to check if the
issue will re-occour.
