You'll have to help us, as Meinolf said, to re-word your question, as well
as elaborate on what you are doing including your scenario.

Such as:
1. New domain or adding a replica DC?
2. If adding a replica DC, what DNS IP is in the machine configured to use?
An ISP's?
3. Is the current domain or the new one you are creating have a single label
name such as "DOMAIN" or a domain FQDN such as "domain.com?"
4. Is this an NT4 to 2003 upgrade?

Please re-phrase the question as well as provide the above and any
additional info that will help us to help you. Also be careful, many of the
choices you make now during the promotion process, although seemingly
simple, may be irreversible and will dictate whether or not you will
problems down the line.
