No, not if you want to use them on a 2003 TS.
You can install them on a W2K TS Licensing Server, but then they
will be automaticaly downgraded to W2K TS CALs. Reason is that 2003
TS CALs come in 2 flavours, Per User or Per Device. A W2K TS
Licensing Server doesn't know what a Per user license is.
You must have a 2003 TS Licensing Server.
