Windows Time Issues

I have a domain with a single server that is a domain controller and file
server. I have 25 clients connected to the domain controller. They are a
mix of XP and 200 pro with the latest hot fixes and service packs. The
clocks keep changing back and forth 4416 seconds. I set the domain
controller to correctly get the time from a military server on the internet.
It's time is correct and stable. The work stations change several times a
day. This does not appear to be daylight savings time related. This issue
goes back a year or more. The domain controller was rebuilt a couple of
months ago due to a hardware failure. It has a different name but the same
IP address. The problem did not go away. Any idea's how to trouble shoot
this issue?
