The user can't log on Terminal server

Hello,

I've a virtual machine with windows 2003 enterprise server. I am doing
tests. I don't have license. I've tried 120 test licenses.
This server is the domain controler, then I've added the terminal server
role.
I've enabled the policies to allow log on terminal server the groups like
Remote Desktop, administrators and users.
I've enabled the remote desktop.

But when the administrator or any user in Remote Desktop says
"To logon on this remote computer you must have Terminal server user access
permissions on this computer..."

What is the problems,

Since the server is also a DC (not recommended, but I understand
that you are only testing, don't do this on a real DC!), you'll
have to:

1. add the users to the built-in domain local Remote Desktop Users
group in AD
2. enable the following setting in the Default Domain Controller
Policy:
Computer Configuration - Windows Settings - Security Settings -
Local Policies - User rights Assignment
"Allow log on through Terminal Services"
and add the Remote Desktop Users group to the list of allowed users
3. add the Remote Desktop Users group to the permission list of the
rdp-tcp connection

The only thing which is a bit puzzeling is that Domain Admins by
default already have the right to rdp into a DC.
Check your EventLog for addirional info, if the above doesn't help.
