cd in 16 bit memory not running

I have a cd rom that is really old, and I tried to run it, but nothing
happened when I put it in the cd drive. I know that xp does not run 16-bit
memory, but I was wondering if there is a downloadable thing that would allow
me to run the disc.
If this helps, the cd rom says, " MS DOS ISO-9660 "

Your best bet is to either run the CD on another machine that isn't 64-bit,
or run it in a Virtual Machine running 32-bit Windows. You can use the free
Virtual PC to create a VM that you use for running older programs that won't
work properly in 64-bit Windows. I've got a little VM of Windows 98 that I
can fire up when I need to. It doesn't take much in the way of resources,
and gives me easy access to a couple of older programs I still like to use.
