Terminal Server 2008 not creating a user profile

I have a 2008 terminal server. One user is having problems with their
profile being created on the terminal server. When they log in only a
temporary profile is created. So when they log off they lose all of their
session settings.

In the event viewer in getting event ID 1511. “Windows cannot find the local
profile and is logging you on with a temporary profile. Changes you make to
this profile will be lost when you log odd.

I know there is User Profile Hive Clean Up Service, but that doesn’t work on
windows 2008.

Check ownership of the folder, it should belongs to Administrators\<server
name>
