"Access is denied." While Installing XP Pro SP3

Late last night, Automatic Updates informed me that it was ready to download
Windows XP Service Pack 3. I clicked the button to proceed with the
download, and then went to bed. The next morning, I saw no indication that
it was downloaded or ready to install, so I rebooted as an administrator and
tried to install it through Windows Update. The process was very slow, and
after more than an hour, a message box appeared on the screen that said,
"Access is denied." It was followed by another message box that said,
"Service Pack 3 installation did not complete. Select 'OK' to undo the
changes that have been made." I clicked OK on both message boxes and then
had to wait 30 minutes for it to rollback the changes it had made during the
preceding hour. Finally, there was a message box that said, "Service Pack 3
installation did not complete. Windows XP has been partially updated and may
not work properly."

I rebooted and downloaded WindowsXP-KB936929-SP3-x86-ENU.exe from
http://support.microsoft.com/kb/322389/, so that I could install it without
Windows Update. Then, I rebooted as an administrator, without a network
connection, and shut down the anti-virus software. I ran the executable, and
again, there was a lengthy installation, followed by the same message boxes,
and then a lengthy rollback.

I rebooted again and consulted the Event Log. I found the following useless
messages:

Source: NtServicePack Event ID: 4373
Windows XP Service Pack 3 installation failed. Access is denied.

Source: NtServicePack Event ID: 4382
Windows XP Service Pack 3 was removed from your computer, and the previous
Windows XP configuration was restored.

Source: NtServicePack Event ID: 4374
Windows XP Service Pack 3 installation failed, leaving Windows XP partially
updated. Service Pack 3 installation did not complete.

Source: USER32 Event ID: 1074
The process winlogon.exe has initiated the restart of [computer] for the
following reason: No title for this reason could be found
Minor Reason: 0x10
Shutdown Type: reboot
Comment: Windows XP Service Pack 3

I don't know why I bother consulting the Event Log. In a dozen years of
writing software, I've never found it useful for troubleshooting any problem.
When are the clowns at Microsoft going to learn the importance of producing
meaningful messages so that users can fix their own problems without calling
a help desk? How hard could it be to produce a message that describes what
the installer was denied access to?

Finally, I rebooted in Safe Mode and ran the installation program again.
This time, it appeared to run successfully. I rebooted into Safe Mode again
to give it an opportunity to clean up anything remaining from the
installation. Then, I rebooted the normal way, as an administrator, and
there was a long pause as it created settings for Outlook Express (a program
I've never used.) After that, two Command Prompt windows appeared briefly on
the screen, and one of them contained numerous copies of the "Access is
denied" message. God only knows if I should be concerned about this, or if
there's anything I can do to fix it. All I know is I've wasted the whole day
trying to install Service Pack 3 when I need my computer to work on an
overdue project. Is there any chance I'll get enough benefit from Service
Pack 3 to justify the day I lost trying to install it?

I had the same issue. I ended up running a script from the knowledge data
base which reset the registry. "Reset.cmd" SP3 installed ok but now I have no
modems. Both my dialups and WiFi are dead. The dialup comes up as not
connected and the WiFi keeps asking for software to be installed. To make
matters worst Device Manager does not work any more. Comes up blank no
hardware installed. I tried winding back to a previous restore point but
after the system reboots it says " can't restore to this point pick another
restore point". I'm at a wits end. I have enough computer knowledge to get me
into trouble but now I'm out of depth. Someone please help! I'm running a
dell with inbuild modem the WiFi is a third party job.

Neat trick placing all the quoting as extended signature, so that Thunderbird
removed it all automatically! Finally an argument in favor of top-posting! :-)

Anyways, in above KB article, method 3, the last line,

secedit /configure /cfg %windir%\inf\defltbase.inf /db defltbase.sdb /verbose

seems to be Vista-specific, in a procedure for Widows XP.

Assuming it is so, i.e. the script doesn't do what it's intended to do (even
though it might still have beneficial effect), the disclaimer that follows it is
understandable -- an admission of complete and utter incompetence: "Microsoft
provides programming examples for illustration only, without warranty either
expressed or implied. This includes, but is not limited to, the implied
warranties of merchantability or fitness for a particular purpose. This article
assumes that you are familiar with the programming language that is being
demonstrated and with the tools that are used to create and to debug procedures.

If you think so, then how about stopping spewing out INCORRECT information? (below)

It's just too much when "Microsoft Valued Professional"'s such as yourself
blindly copy, per monkey see monkey do principle, an obviously incorrect
procedure as a bugfix for a big service pack which is itself a big set of
bugfixes, and then fail to understand that when it's pointed out to you.

One does wonder what sociological factors make this idiocy possible.
