Win 2003 R2 64 bits + TS

Default Outlook 2003 win2003 TS 64 bits

I can't add Outlook 2003 as default mail, every user login and right clic on
a file and send to email get Outlook Express is not your default email
client. How can i fix this.

Windows Server 2003 R2 64 64 bits + Office 2003 Prof
