Reinstall DacCom on Server 2003

I get the following error on a Windows Server 2003 R2 when attempting to run
dcomcnfg and Computer Management:
"Unable to start application because DacCom is not installed properly,
please reinstall".
Anyone have any ideas on how to resolve this?

Are there no Microsoft Certified people out there that can help with this?
