On an Oracle list, we discovered that GUI shutdown (Start -> Shutdown)
of the computer correctly runs the group policy shutdown scripts
including "net stop oracleservice". But the command shutdown.exe does
not run it, or does not run it completely, which in Oracle's term
crashes the Oracle instance. Details are in the thread "Auto shutdown
of Oracle for Windows reboot".

Is there a way to let shutdown.exe behave exactly the same as GUI
shutdown? How can I find the difference? I can't watch files or
registry keys accessed with filemon or regmon because these programs
are immediately closed when the shutdown command is issued.
