Changing CMD.exe back to Window not from Full Screen?

How do you change the cmd.exe to run in a window rather than full screen?
This is running cmd from Start->Run.

Running the shortcut is fine and runs in a window. But when I run cmd.exe
from Start->Run it is full screen. I would like to get it back to display in
a window.
