DHCP 003 Router dissappears after reboot

All,

I am having an issue with 003 Router dissappearing after I reboot my
Windows 2003 Server. I did some research and I thought I found the
problem to be http://support.microsoft.com/kb/936009/. Unfortunatly I
applied this patch and nothing happened. It still dissappears after
a
reboot. The server is running Windows Server 2003 r2 SP2.

Does anyone have any idea on this subject?
