Keyboard/Mouse issue

Sometimes when I'm on my laptop something happens where the shift lock gets
'reversed' (lock light off = uppercase [even special characters above the
numbers] and lock light on = lower case [and still special characters]). At
the same time, the mouse will appear as though I am selecting multiple
items...from wherever the mouse was when this happened if I try to click a
different area it seems as though I'm selecting everything between the first
area and where I'm clicking...so a double click will result in opening
everything between the first location and the click location.

I've noticed this more on my laptop, but I've now had three requests from
co-workers where it's happened on their desktops.

I know there is a key combination to get me out of this 'mode' (in
frustration I tried a bunch on my laptop and one of them worked but I have no
idea what one).

This looks like it may be something with accessibility mode, but when it
happens the way the keys are reversed and the mouse doesn't work, I can't get
in to accessibility settings to check.

Has anyone else had this issue? Keyboard regional settings would not change
the way the mouse works, so I'm not convinced it's the regional settings (if
it was, you'd have to have a way to change them with a keyboard shortcut,
which from what I've investigated there are none that change the settings
without bringing up the regional settings dialog box).

Any ideas?
